Town Planning

The Planning Process ensures quality development, which in turn protects your investment, maintains peace among neighbors, fosters community pride, provides land use certainty and guides standards of construction. No one likes bureaucracy and red tape and so we try to make the process as easy and painless as possible. The Development Permit is a document issued by the Town that authorizes the construction of a development, and includes the plans and applicable conditions of approval. The approval process guides ‘what’ goes ‘where’ on a property. New construction, signs, and ‘change of intensity of use’ (e.g. house to duplex, or new business location) usually require a permit, though there are exceptions. A number of things don't require a permit but must still meet Land Use Bylaw requirements for things such as setback from property line, height restrictions, visibility, site coverage. A Building Permit is a document issued by the Town's Safety Codes Officer (formerly Building Inspector) that authorizes construction. Building Inspection is a legal requirement of the Safety Codes Act, ensuring that the construction meets the requirements of the Alberta Building Code and is as per the specifications outlined in the building permit application.

New homes require three building inspections:
1) footings and foundation,
2) completion of wall, electrical, insulation, vapour barrier, and
3) an occupancy inspection.

Decks/garages require only one inspection. The Town of Taber contracts out the inspection and required permitting of Plumbing, Gas, and Electrical work. Look at the ‘Before You Build’ brochure for more info. Rear and side yard fences 6 feet or under do not require development or building permits.

Subdivision is the process of creating several smaller land titles from one larger land title. Most ‘do-it-yourselfers’ never encounter it themselves but are very influenced by it because they live in the midst of the results of this process every day. Subdivision in Taber is most often the creation of a large number of lots related to a Developer's application for residential subdivision - called "phases". Subdivisions have an approvals process similar to development permit applications, but the evaluation period is lengthier due to a number of complex considerations - e.g. infrastructure, transportation systems, parks, housing density, zoning or land use districting.

The Compliance Certificate is a document signed by the Town certifying that a development (e.g. house, shed, fence, garage) complies with the Land Use Bylaw with respect to yard requirements – it is properly located on the site, does not exceed lot coverage or building height requirements, etc. Compliance certificates are typically required by the mortgage company to protect the property purchaser (and the mortgage companies investment), but are processed by the Town as a service to the residential industry each time a property changes hands in Taber.
